What does WF use to determine if you are 40+ miles from a hub location? Is it google maps? Another tool? Do they use exact address or city?

Miles is a ridiculous way to measure. One 12 mile commute might take 90 minutes, when a different 30 mile commute might take 20 mins. Then again, it's WF, so who's surprised that executives are out of touch / unaware of the real world.
Commute in miles, not as crow files or in time it takes to drive those miles.
I used to have a job 30 miles away and the commute was 2.5 hrs. each way (driving to train, train to city, walking from train to office). It was a nightmare. Did it for over a decade. No WFH at all. When I left, I got a job that was 100% remote for a decade. Then, post-COVID resulted in reassessment of all roles/locations and we have B.S. hybrid now. Punitive, hypocritical WF was fine with my "Exceeds" performance working remotely for a decade.
Time to move on to non-dinosaur company. WF, like many other companies run by out-of-touch, old-school leaders, will be left in the dust.

Doesn't matter. That is, in fact, how it is being calculated.
HR Exec here OC-2: 2024 mandate if you do not work in a core or specialty site will not be retained. If you are a marginal employee or anyone named in an investigation, filer or target, in a non core or specialty but could commute to a site you wont even be given the option to commute. They will be packaging you out and your manager will just be handed your name. If you need a job I would recommend you do not wait, the OC believes a serious downturn is imminent given all stimulus $$ have worked through the economy. There is 40 billion in unrealized losses, Wells Fargo may be TBTF but they are forecasting that a major event will occur then they will downsize rapidly in the US this year, and balance it out with a ramp up in India. Forecasted for 2025 over 50% of all Risk employees will be in India. Not so much the analysis but most support or anything governance or planning will have small US presence.

They use your home address to your assigned place of work using Google Maps or something similar. Or if they are changing your assigned place of work, they would use your current place of work to your new place of work using Google Maps (or something similar). They use exact addresses. It’s not as the crow flies.

A JIRA is opened and assigned to offshore HR. It is handled in an Agile manner, which means 40 miles or 40 kilometers, Manhattan KS or Manhattan NY.
At least that's how we do things in tech.
I would bet it's lat/long or as the crow flies. If they are looking to sever someone, then they look at Google maps road distance individually. It used to be that time was also a factor, not sure that's the case anymore.
