Internal reporting has not helped even after escalating. Perhaps I should have known that never works.

Get a lawyer to send a letter to HR. Hopefully you keep yr job, are protected & maybe a settlement.
Just go straight to the EEOC and file a complaint.
They aren't in the bank's back pocket like the "so called" Ethics line.
Hudson Yards wants all of tech in India. Expect the harassment to continue until that objective is achieved.
And no, they really don't care if it negatively impacts customers or anyone else.
I didn't know much about Tech, but I am aware COO has many harassment cases.

So you have proof? I mean rock f'ing solid proof? Who defined it as harassment? Did you document your internal communications on this matter? If you did all that and still think you have a case, then yes, you would need a consult.
I think you asking for suggestions on legal council on a annon layoff board (sorry, the bi--h and complain about everything but layoffs board), after you already convinced yourself that the internal effort was in vain make me think your unsure and missing something.
