No you pick a different day to come in. Snowing on Thursday and only have 2 RTO days? I guess your either pushing the 4wd button or coming in in Friday.
If you can work remote, no it won't count. Have some common sense!

managers do have some leeway. If your job can be done remote then work with them and get an approval via email, be it weather related, family related, maybe your sick but well enough to still work from home, whatever it is just talk to your manager.
Last year in CA when there were severe weather events employees in affected regions received email communication from HR saying it was OK to work remote so I would imagine in certain situations they can and will send such a communication, but if uncertain just ask your manager

I say it's case by case. If in doubt, ask your direct manager.
Depends on your state. MN, no they know how to handle it. NYC, depends but mostly no - take the train. NC or CA, yes and actually snow day will grant a reprieve for that entire month to deal with the emotional stress.
