That being said, it's interesting to actually see in writing what we've assumed for some time now.
Capitalists would save a billion dollars and have most people WFH, not choose the expensive/inefficient/liability ladden option.

Definitely Sharts plan. The problem with these exec clowns is they never even contemplate the damage done by employees that DO comply and come in the office but are permanently disgruntled. Sure, your badge swipe report looks great. When your business goes full Enron, no one will care about your stupid report. The best and brightest will leave. Those that stay will hate it. That's not a winning strategy. Eventually a competitor will take the remaining talent by offering better work conditions and then this place is truly done.
This is not news. We already knew that.
