Just bring a folding desk into the toilet stall and work from there. Problem solved.

The toilets in my location are constantly clogged and overflowing. Every day. Multiple toilets. Someone doing it on purpose. It’s nasty
Start filing OSHA complaints. There are legal regulations regarding having a place to sit and number of toilets, ect. There are also occupancy limits on buildings.
Stay on the toilet all day. You won’t have to wait when you need to go.

We asked why not enough workspace for everyone assigned to a location answer VP gave us is that 20% of the people will be out due to vacations and illness even on days when 100% will be in office.
Sounds like you already know how many people need to be surplused.
As far as toilets that sounds like a good ratio. Have you ever been on a plane?
The only choice would be to take turns sharing the desk and be sure “to collaborate” is what the CEO and C-Suite are saying.
Call the board of health and zoning for restroom requirements based on the now occupants. I would love to see TV news that the building closed because of health reasons.
