I am considering taking a new role with a Corporate Risk team called IT&V. Is leadership strong? Is it safe?

Leadership su-ks and only takes care of their own. Work is nothing but red tape. It wouldn’t be worth the salary
If the job is in the emerging risk testing team you are safer than others as that group is growing and hiring due to workload. Leadership overall is pretty terrible. Last year over 40% of IT&V was new due to people leaving over the last 12 months. Most IT&V jobs posted are in India as they want a larger workforce there.
That EBCE comment isn’t quiet right. EBCE isn’t competent that’s why ITV has to do the exact same testing and also assess what EBCE does. ITV calls out the mistakes EBCE and not the other way around….

Leadership was horrible a couple years ago but has been replaced. I’d be concerned about the EBCE abyss, but if you’re not happy where you are now it’s worth a shot. There are some good people there now.
If you’re coming from the outside, the pay will be most likely more than you make.

My money says the corporate risk leadership will be replaced within a year or 2. The guy is running it into the ground and can’t keep any directs to him.

No and no. It’s a declining org with stale leadership. Their role has been minimized by Evidence Bases Control Evaluation teams, to which much of the talent and knowledge has moved to in the last few years. Also I’d be shocked if they aren’t making a very hard push to offshore a large portion of the teams functions.
