I know Workday can be customized, does he get a notification when I apply? Not that it really matters because he reads my inbox and chats when he's bored anyway...

no, hiring manager is not notified in workday or by the recruiter.
the rule is that if you are about to get an offer, recruiting will require you to tell your manager prior to the new manager reaching out to them to arrange transition.

Perhaps you have a different relationship with your managers than others do theirs.

Wow. I think I would rather take a hob holding a stop/slow sign beside hot asphalt in 100 degree weather before I would work for the TSA.
I managed people at Wells for YEARS and I never had access to their emails or chats (nor have I had reason to suspect my own leadership had such access, even when they were total toolbags), and no, your manager is NOT notified if any of their directs apply internally for a job. Absolutely NOT.
The hiring manager isn't even notified (although MAYBE they can be?) - it's usually all handled by HR until after the screening, though the hiring manager can look and see who has applied and whether or not they've been screened or turned down. Typically this is so they can tell the recruiter, "this person is someone I want to interview."
If so, I am doomed (27 old apps), yikes…TSA is looking better and better

You must work in the line of business “Rainbows and Unicorns” because many of us have managers that will try to sink us if they knew early on that we were applying elsewhere.
It’s been a few years since I had a manager that I can trust enough with that info.

No, your manager cannot see emails or chats without HR investigation or someone with special admin IT rights. Maybe this is specific to an LOB, but I've never heard of that.
You must have a different role, where it’s normal. I cannot nor want to read my directs’ inbox.
In fact, in our area it’s a PIA to get access to their inbox when they leave WF.
Management has the ability to read your emails at any time. If you get a notification and he's in there a lot, he's reading it.

Your current manager is not notified by the system, however, the hiring manager for the applied role will often reach out to your current manager.
