A senior well respected technical engineer who I look up to recently told me he hasn’t had a meaningful raise in more than 10 years. He is late career but not beyond normal retirement age. Is this normal!

New advancement guide came out and promotions for everyone are going to slow down big time. Like an additional five years at each CL. You won’t be making it to your ultimate potential unless you are a sponsored hipo who is extremely lucky. Even hipos are in trouble now.
This is why so many EM capabilities have deteriorated. When you treat people this way that is what you get.
My raises stopped when I hit my mid 40’s.

Yes, this is typical for most. It's going to be even more common going forward with the downward pressure on CL's and fewer promotions to go around.

Yes. You tend to max out your salary curve as you get to late career. Raises get to be slim to none, even with excellent performance.
