Depends. Many contractors are contracted to fill a chair and bill a certain number of hours working in the shop. Some deliver projects, while billing hours so it looks the same. The chair-fillers likely work for a large outfit. In aerospace, those outfits deliver the needed man-weeks to soak up the remaining funds by end of FY.
