What’s the maximum number of years a manager can stay in their role? I remember my first manager telling me it’s usually around three years, since company doesn't want the same person ranking the same batch of employees over and over for too long.

There is no 'limit.' It depends on their development plan. I've seen plenty of managers stay in role 5+ years towards the later part of their career.
Senior Leader (38) or Corporate Leader (40+)
- The true HiPo rat race, 2-3 year assignments on average driven by the simple math of how many experiences, roles, and promotions to get there
Executive Leader (34), or Chiefs (33)
- Those who didn't make, lost, or didn't want to live the rat race
- 3-5 years depending on where in their career
- A manager at CL27/28, early/mid career will be on the shorter side
- A manager at CL28/29, mid/late career will be on the longer side
- That being said, moves can be early due to a pull where someone was particularly suited for a role, or a push because they are doing very well

@bf yes FLS at BTEC in the same FLS role who was supervising the same team, with people coming/leaving the team over this timespan. There are many of them (FLS) at BTEC who got close to 10-15 years but that person was the best at hanging in there. Like a dingleb*rry.

My current one has been ranking us for last 4 cycles he has been in his current role 4 years now
