Lay offs are happening in HR as well, don't stress, it's part of reorg. HR is getting hit by this harder in all different teams across locations without prior notice. It's part of restructuring so it's not performance based. This company has been through so many changes in leadership, not a stable company to work for.

HR is just following orders. It is not like they specifically applied to do the job of laying people off, at a company that regularly lays people off. The deserve sympathy for getting let go. Do you know how hard it is took look some many people in the eye as they are getting let go and then going home and sleeping soundly knowing that you get to get up and do the very next thing the following day?

HR is not as bad as you may think. Just as employees are expected to take direction from their leaders, HR is also responsible for carrying out decisions and directives from leadership.
What concerns me more is the celebration of someone losing their job. Regardless of how you feel about HR or leadership, celebrating another person’s hardship reflects the kind of emotional immaturity and lack of empathy that can make an already difficult workplace environment even worse.
At the end of the day, we are all here to do our jobs, support ourselves and our families, and go home. None of us should be rooting for someone else to suffer.
