For the amount of roles moved to Mexico and India why do they not have the same RTO policy? Or do they? Can someone share please….

Because RTOs are layoffs in disguise. PepsiCo is hoping employees who do not agree with RTOs will quit. It is the company's way of getting rid of employees without actually laying them off.
