Why do we have some supervisors with such small teams? Why not combine teams so that team sizes are reasonable and above a minimum number. It makes no sense to carry the overhead of a supervisor for a small team.

There is one team in uncon where this person has two people reporting to them. And their manager has two people reporting to them.
All of them should be rolled under someone else...

If you combine small teams into a single team, there will be less chairs for "managers" which means that the demoted managers will drop in the rankings.
Everyone knows that if a Vice President wants to be promoted to his/her next assignment, the V.P. needs to have at least 100 employees that report up through his organization.
