If you are a manager (Tech-LOB) then you are aware that couple of months ago we were asked by our MDs to give few team members for RIF. To meet that 'quota' my Dir made me open couple of new positions under me & peers.
Last week I was told that the RIFs to continue and if open positions are unfilled by Sep-15th, then it undermines our future work estimates and some of my current members will be let go along with cancelling open jobs. I have confirmed this informally with my close manager colleagues (SVP & Directors) . So now I am chasing my recruiters for quick interviews for wrap up !(sounds crazy, right?).
Are other managers in the same situation too?

@j0 Please expose the fraud. Report those people to DOL, ICE, DHS and USCIS.
Do not report to Citi ethics or HR. If you report them internally, they will try to be more careful and destroy all the evidence. All frauds must be behind the bars.
@ft my management and I heard about that this happens a lot in one org based in some other location (Tampa?) where my peer showed a DIR is a H1 , his wife is H1 ead , his subordinates are either h1 only or from his country only, his cousin in different location.
All Americans are shortlisted while H1B slaves stuck confused. H4 EADs enjoy their life. Fraud, Fraud, Fraud...
@OP this is normal practice - the open reqs go into full year forecasts and thus the 'cut' that goes with the RIF shows more dollars than otherwise. And if lucky you may get a decent internal transfer.
