It seems there are employees who want to be laid off. Why does Oracle let them volunteer for layoffs?
These employees who are eager to be laid off seem to be creating animosity within Oracle.

@a6 I think the question was about what in some circles is known as an "early retirement package", which are basically voluntary separation packages where you get a slightly bigger lump sump than standard severance and maybe a few months of health insurance. As far as I know this is not offered at O.
They know the demand for this would result in even greater staff reductions than they are aiming for. Also, while their cuts affect all demographics, there are going to be some specific individuals they want to keep around, and if they make a voluntary package available they know they will lose some of those people.
It’s quite clear, isn’t it? Larry Ellison and his crew at the top are some kind of energy vampires who feed off the suffering of people. If you want to leave, it makes that drained energy that much sweeter. Why else did you think he looks the way he does? It’s not the lettuce from his private island. It’s because he needs your soul to suffer before he’s done with you.

Why pay people to leave when it's likely they will just get be removed via poor performance ratings or simply choose to leave after years of more work for a shrinking paycheck.
Any talent will leave as Oracle is currently toxic.
They do. You can mention it to your manager and there's a decent chance you'll get added to the list on the next round. Knew plenty of coworkers over the years who were approaching retirement age, and wanted to get their 26 weeks severeance on the way out. Just had to let their director/vp know and it happened.
