Looks like this is only for hourly employees and I agree. Their clock doesn’t start until after they clock in. But they’re required to show up 15 minutes prior to their clock in to account for parking lot walk, security, etc, and not get paid during those times.
Reach out to them if you were hourly. EXM and LFF too.

Is this only for the contractor employees or those who were paid hourly.
