Is it just me or is there an active campaign to push out all of the upstream employees?

By Downstream I assume you mean hChemical? Nobody from refining ever makes it anymore after Darren, who btw got his big break as a HiPo in the now defunct ECI, not in refining as we know it today. Look, hChemicals was just better at playing the game to manage their HiPo rankings and push their cliques upward. Refining eats its own young and then acts surprised when nobody rises. Upstream fails to make a pathway for its young people to demonstrate breadth and global thinking. Working on strategy and company plan is just not enough anymore. Chemicals did a better job at creating the appearance that there mid career people have the right mix of technical, strategy, commercial, breadth of industry knowledge, and global reach. IMHO they are no better at any of that, but you have to hand it to them for understanding and playing the game better than upstream or refining.
Upstream pay is significantly higher than downstream equivalent jobs. Of course they are replacing the upstream with downstream people.
