All weeks are included in WPE tracking including Thanksgiving and Christmas. The only way to get "credit" while not reporting 3 days is to take 3 days off (in the same week) and enter the time in workday. For example, if you took Wednesday/Thursday as vacation days and enter the holiday on Friday the week would not be counted against you (because you are not working enough days to get your three swipes).
