We finally got approval for a role on the team. How am I going to pick when I sit in on interviews? The worst candidate. With the mandate that someone has to get does not meet I’m not going to help select the best candidate that might knock me into that category for future layoffs. So for people trying to transfer to a new role internally be aware that people are actively hiring fall guys.wouldn’t it be great if we could actually hire the best person so we could do good work?

Remember it's not about a quality product. It's about keeping your job. Make it them not you.
Nobody can fault you. You’re a rational economic actor; if you weren’t, you’d have no business working in this industry. You’re responding logically just as you’ve been incentivized to do.

Then you have to pick up the slack. The new hire won't get fired because you have to move mountains. You'll end up getting laid off because you make much more than the new hire.
OP is actively trying to sabotage the hiring process.
And then they'll be back to complain that they got laid off "unfairly"
Your bad attitude and poor work ethic are not anonymous to the rest of the team.
You should pick the best candidate because your judgment about the candidates either reflects well on you or reflects poorly.
Your manager is going to see what you value in a candidate and what you don't.
I mean ...if you value your career.
