Got laid off today with 2 months notices and 3 months severance. I was wondering , is it possible to join citi as contractor by Deloitte / LNT ? Or there is waiting time , need NOC etc..

Yes, this is fairly common. The people saying this is not a thing have no clue as to what they are talking about (or very short timers.)

@ad most likely join through a israeli company. Better chance of you getting a role from them. Citi might even give you a joining bonus

I know an employee who was laid off in April 24 was unemployed for 6 months only to reappear in the office as a contractor then get hired back on FT six months later.

No full time consulting firm will hire you just so you can go back working at citi.

The contracting company will see on your updated resume that you previously worked at Citi, so they are probably the best people to ask about the cooling-off period. Why not check with them directly?
There is usually a 12-month cooling-off period before someone can return to Citi as a contractor. There is also exceptions.
Why would a contractor that knows you were laid off by Citi, place you on a Citi project? Would look horrible for the contractor even if it wasn't a conflict. Contractors for Citi want to maintain good relationships not wag employees their client let go in their face.

Conflict of interest in a non-compete. I know you cannot be a contractor for Citi and then become permanently hired. I am sure the same is true for the opposite. You worked for Citi, get laid off, they aren't going to let you be contractor for another company and work for Citi.
