Since All hands is scheduled on 2/12, most likely no layoff in the next 2-3 months. When they plan a layoff, historically they push out the call by 2-4 weeks.
No, you're all safe! Layoffs never really happen, it's just that sometimes a bunch of people retire and quit all at once. Qualcomm loves you and would never take your job away!!! They especially love Americans and Europeans and would never ever ever lay them off and hire Indians to replace them.
