Why does VZ have two layers of middle management of leadership in IT. One in the states and orher offshored .

IT is a complete mess and totally dysfunctional. Infosys are inept and have lost sight of the fact that Verizon are their clients
@OP agreed!!! foremost, rid, with specificity being Verizon employees of the H-1B visa status Indians, Temple Terrace, Tampa, FL and Dallas, TX.
Chop them both and start over. Too much nepotism. Egos too big. Zero leadership....
Same in Real Estate. And Supply Chain. Outsource or offshore but continue with redundant positions.
