T's central business philosophy is to hold mass layoffs as a reaction to any bad news regardless of the cause.
There's no application of strategy anywhere - just make broad 5 - 25% across the board cuts to staff.
Enough already? It's been at least 20 years without stop and there is no end in sight.
Getting rid of workers that are not needed. Telecom business do not need that many workers.

HR can't process everyone at once. HR can't even tell what our benefits are if we worked for more than one division. layoffs are a year-round activity.

YOU, again! Get over it, it's never gonna happen cuz field technicians are in demand and being hired even though there's currently a hiring freeze in place. So, if you are a CWA technician, you have a job for at least the next 3-5 years with plenty of overtime! This offer is just a pipe dream of some guy that's ready to retire, but feels he's entitled to some retirement compensation package over and above his pension and 401K!

It's been this way since 1985 and hasn't stopped! it's the American T&T way! I'm used to it and not worried one iota! Actually, I wish I would get laid off, but it won't affect areas of the country where there is potential for more growth.
That is standard operating procedure for companies that struggle to meet quarterly commitments. This will continue for the next 3-5 years.
