Is there anywhere on the hr system where I can see how much percentage bonus eligible?

I can assure you they do not. I got meets last year, promoted P4>P5 early 2022, received meets again this year.... Yet this year's bonus is less
You won’t. Target bonus percentages were officially eliminated beginning in 2022 as firm policy. Any suggested % in an offer is going to be verbal & not on any offer letter so they are not held to it later on when bonus time comes. Bonuses are purely manager discretion at this point. Some may follow the old percentage as a guideline unofficially.
Got promoted last week and was wondering what the new percentage is. I guess I have to ask my manager.

Percentages no longer exist. Refer to your offer letter or the verbal opportunity and you can figure out the percentage.
