I tire of a bad manager, but they will retaliate if anyone says anything. The online forms are not anonymous and the bad manager is protected by their manager. What's the mac address for the HR anti-harassment team?

If you're going to complain to HR, you may as well give your 2-week resignation notice on the spot. HR and your manager will find a way to get rid of you and you won't even get severance package to boot.
Just remember HR is not your friend, they are there to protect the company. If they believe it's in the company's best interest to help they will but more often than not they'd rather sweep everything away and you will be the one targeted.
Better to leave this toxic enterprise, than put up with forced rankings where it becomes, those who are friends with the manager get the best bonuses everyone else I'd screwed.
