OP - you are totally right. This is the case where the truck moving money stalled. The original driver ran off with as much as he could. They fixed the truck and the mechanic swiped some of their cash stuck at the bottom. Now that they got a new driver as well, this guy has parked the vehicle on shoulder and continuing the looting.
Wells is the money truck that ran aground. The he looting goes unabated including the driver, who is still sarahniy the bo--y in his satchel.
