@hg-Not true. You could be stack ranked by a weak manager. Someone has to sit in the IM spot or Needs Improvement box is the new trend. Don’t fight for your direct reports. Do this to a high performer and it only thing you get is a weaker team as that person will leave. Doesn’t have to be your manager, it can be the manager of the manager pulling the strings. These two ratings knock out your merit and most of your bonus.

If youve not been working 8hrs a day 3 days a week as youve been told for months the only reason a bad review would be a surprise is if youre an id--t.
