i mean, they want us to go down by another 40K or so in coming years. L3s and L2s are a given to take hits. Same with L4s. Of course they'll leave the real problem levels alone. God forbid we touch that group.

That would explain some of the behavior I've noticed from our L3...most of them are worthless anyhow.
