that's the problem. all decisions are made at the very top, by spreadsheet

As just one example of many, I heard that every single position requisition has to be approved by TPO Bob himself
This is crazy micromanagement

no wonder why this place struggles to innovate and execute anything successfully

I really like my coworkers and what I am working on.
but it's a big drag that the bigger company is so disorganized

this company could be a lot better if they would push decision making downward
what's the line? decisions are best made by the people closest to the problem

Talk is cheap. If you are serious, and confident that you can walk into a new job where you approve of higher management and that is more important than anything else a job has to offer, then off you go.
