talking International versus domestic employees --- hahahahaha! They NEVER get rid of international employees because 1) they are cheaper than US employees and 2) they have protections that U.S. non-bargained for employees don't have. Therefore it's ALWAYS U.S. employees cut by this U.S. company.

Bargained for employees are more protected , however the company simply keeps titled jobs in a giant geographical area and moves office locations or adds new jobs in a different state to meet the bargained for totals. You may feel safe , but your job title could be relocated 1000 miles away in 60 days…
