Why would you want to keep working for a company who mistreats employees with performance review low rating quotas and a 401K match that you have to survive until December 15th to get? Plenty of jobs outside WF exist.

Apply so they know you are interested. It forces a conversation behind the scenes.
You can apply, but the hiring manager will have to write an extra justification if tje jump is 2 positions. And they will hire external over internal.
