The bank finds itself severely overstaffed with these "consultants" at various levels (sr, lead, etc).
Their jobs are to take other people's work, make a PowerPoint collage, and then present it in a meeting that no one pays attention to.
Or, to spend all day emailing people for copies of their work so the "consultant" can pass it off as their own effort.
These positions aren't technical, they don't involve managing people (unless it's a needless dotted line that no one likes), and they're rarely SMEs about anything that can't be located relatively quickly by searching Teamworks (or similar).
Ask one of these people what their job is, and a half hour later, they're still struggling to articulate a clear answer. They sound like a nervous Porky Pig.
The bank really wants to save money by reducing headcount, and jettisoning these roles will be a great place to start.
