Does a management employee moving to a different position working same wage scale get a raise?

Is this considered a promotion?

If not perhaps the other employees....errrrrr "team mates" could step up and give some of their pay as good team mates do. Maybe try to get a different Jersey number from your team coach.

Yep, check the TSR ranges. If the TSR range is the same, or you are within the "new" job TSR range, raises don't typically happen. If the TSR range is not the same, and your current pay falls below the minimum of the new range you will get a raise. I had several people retitled and they got immediate raises, and hired people into the team from other areas and they got increases. Conversely, I hired people into the team where they were within the range, or the TSR was identical to their previous TSR and they received no raise. I even asked HR about it, and they were not supportive.

On the flip side, if you were to move from a Sr Specialist-Network Support title to a Sr. Specialist-Software Engineer title, I would expect that a raise would most likely be warranted as the software engineer title TSR min-max is higher than the other title even though they are both technically at the same management and IC level.

It’s as usual with these kinds of posts. Not enough information provided by the OP to answer with any real clarity. There are a great many jobs spread out across Mgmt Lvls 1 & 2. Most are folded into 3 arenas: Supervising managerial role, Non-TCP IC and TCP IP. TCP = Technical Career Pathway. You can physically hold the same level of a title, but the actual market dictated TSR’s usually define the actual pay. For example, within the TCP realm, a Sr Specialist-Network Support title and Sr Specialist-Tech Business Analysis title have exactly the same TSR and are both 1B jobs on paper. If you moved from one title to the other, I wouldn’t think you would automatically get any raise unless it was negotiated and approved by both the hiring manager and HR and that raise would still be constrained by the assigned TSR which is the same for both jobs. They are both Sr Specialist level titles, but with mostly different job functions across two completely separate discipline groups within TCP.

Not talking about progression. Talking about moving from one L2 position to another within the same category of L2. Not going from senior to principle or anything like that. Trust me it happens.

What you all are calling a lateral move with 5% raise is called a Progression. Eg. there are 3 “steps” of L1 mgt and if you go from step 2 to step 3 you get 5%. If you go from L1 step 3 to L2 step 1 that is a promotion 10%. If you go from exactly same step to same step, say L2 step 2 to L2 step 2 there is no raise.

Those of you stating a lateral move (L2 to L2) get 5% are incorrect. It's a "lateral" move. They're not giving you a 5% bump.

In my experience and from speaking with teammates, most lateral moves (i.e. level 2 to level 2) get a 5% bump.

Technically no raise is warranted since same Targeted Salary Range (TSR), but never hurts to negotiate when you get the job offer. Just be prepared for a no. Be thankful for 2%, be amazed at 5%. Depends on how desperate they are, how many other applicants are interested and special skills you bring to the table.

No, not if the TSR is the same between the old and the new position. You could try to negotiate, and if the hiring manager actually works for a living and can document a justification for an increase (especially if you are low in the TSR) it may be a possibility. However, I have not heard of an increase in those circumstances. I've only heard of increases where the title would change and there are TSR differences between the old and new.

That would be considered a lateral move. Always ask for more, the worst answer is “no”. Since you TCC is the same, probably not.
