Why would a major company want its employees to return to the office and sit back to back like before the pandemic? Returning to the office is one thing but why the additional risk of having people so close again? The AVP for my dept @ 4100 southstream blvd in Charlotte has made this decision.

The answer to your question can be found in the post title. You titled the post ‘RTW [Return To Work]’ but then mention a return to the office in the main message body. Was this a Freudian slip? Coming back to the office will ensure more consistent and optimal working time free from distractions with opportunities for needed collaboration with other employees at T.
Old time, un-progressive management with no management ability want people in the office. They have no skills to manage them and think this will cover up their incompetence

I've been back to the office. It is about 5% occupancy. They can yell RTW all day long, majority of the people are still staying away.

Even employees with good ethics have distractions when working from home. Communication is better when people are together in the office. Random work related conversations come up in the office that don't occur from home. Most people like working from home but it's not in the best interest of work group progress.
Interesting that these same woke companies want everyone out commuting, congesting roads, and burning fuel getting to work everyday.
Even if you have no coworkers in your department at your physical work location, reporting to an office consistently helps ensure a more stable and predictable daily work schedule. It also offers the chance to collaborate with employees from a different part of the business and increase your corporate knowledge. And don’t even act like you haven’t already been going back to normal places of business likely unmasked where you live!
all companies are going back to office, this is not just AT&T, WFH has its benefits but networking in person is critical, most companies are going to 2-3 days in office which is fair , so this should not be an issue
The horror that you may actually have to go to work every day.
Might have to do laundry/dishes/cleaning, etc off the clock like everyone else.
For your safety, you should quit.
