Specifically, are those software teams in Moscow and Nizhniy Novgorod still part of Intel?

They are not suspended. They seem to be on a administrative (paid) leave.
Seems all operations of Intel in Russia are suspended.
For sure Russians are still employed by Intel. Probably numbers in the high hundreds between Moscow and Nizhny. So indirectly since those people pay taxes to Russian government, Intel is funding Russia's war on Ukraine.
Can Intel just fire all those employees? It's not that simple. They would need to replace them. So until they can be replaced, they need to keep those Russian employees. My guess is that Pat G. (CEO) isn't super happy about that situation. Pat is very Christian and likely sees Putin as most other people see him (2nd Hi---r) But he's got like 90 other problems to worry about (competition on all fronts and EUV litho switch). So don't expect Intel to do anything about that soon...

It seems to be a cheap and easy statement by stopping the chips sales since Russia has a small market share.
But firing 1200 Russian may just be too costly since it's way more expensive to hire labors in the US.

@isl+1fDbu0FP No, people who work there are not. But they have nice, comfortable lives and are perfectly okay with letting Putin continue doing what he's been doing because it doesn't affect them. When you make sure that it affects everybody then you can hope to effect some change. Then the Ukraine invasion is not something abstract that they can distance themselves from, but something that's causing them to lose their livelihood. Then maybe they'll try to inform themselves on what's going on and just maybe raise their voice against it.
