Are there HR rules for making remote employees come into an office?

I was talking to my one friend at the bank and they are currently listed as a “remote” employee even though they are 40 miles from a location. There is new leadership in the group, who are big proponents of coming into the office (when rto is back on). Since he is listed as remote and was hired into this arrangement, is there anything from an hr perspective that would allow him to continue to work from home even though the manager knows they are close to their office (aka this was a prior arrangement).

I had a remote work agreement that has been cancelled and I have been assigned to a location that is 41 miles from my house (even though there are several other buildings closer to me). I have submitted a location change request to one of the closer buildings but have not gotten a response. My understanding is that all remote work agreements were cancelled. If they are listed as remote in Workday/My Workplace, they are already considered to be remote and can keep working at home. If they were remote before but are now showing in an office, they’re expected to go in. They should check with their manager.

The remote exception is required by an OC member. So, not impossible but improbable. You would need a lot of people on board to submit your case.

Nothing they can do. I was 100% remote before C and was told that is null and void. Another reason morale dropped.

There's nothing an employment lawyer can do for it, unless you have an ironclad contract stating that this position is remote now and will always be remote... and you don't.
Businesses always reserve the option to bring you in-house some or all of the time.

and previous agreement is null and void. they can do what they want and if your friend doesn't like it take it up with an employment lawyer
