When do you get notified if you get promoted? Is it during the performance review talk? Is it during the compensation talk?

Just add whatever title you want to your email signature. Who's going to know any different...?
Just because your boss submits you for a promotion, there is no guarantee it will be approved by those up in the food chain if they can save a buck. I know, that has happened to me twice the last two years.
About five years ago, my boss at the time submitted me for a promotion. He never heard back if it was approved and never said anything to me about submitting and hearing back so i had no clue. He didn’t notice until we were going over comp and i asked why it said PROMOTION on the top of the form. He laughed and said “well it looks like you got a promotion, congrats!”
On-cycle is during the comp period. Off-cycle is any other time of the year. Off-cycle promotions or pay bumps have been frozen for some time now.
What do you mean by off-cycle promotion? When are on-cycle promotions if now is considered off-cycle even though we are in performance management?
promotions can happen off cycle, not easy but can be done, have been able to do a few for my team over the years. while your manager can recommend a promo and tell you during perf review, it won't be 100% final until comp is approved and released for communication so typically managers wait until the comp review as a just in case.
In my experience, off-cycle promotions or raises do not happen, and while performance reviews are currently happening, I don't think promotions will be announced until EOM. I could be wrong, however, and even if I'm generally correct there could be exceptions.

It will be during the compensation talk... not the review talk. Last 3 days of this month.
It will be displayed on your comp review.
It typically says “current position: Current title”
And then
“New position: PROMOTION New Title”
If you do not get a promotion, you will not see the New Position line.

Actual title promotions aren't super common without applying for the position. That being said, if your position does have an automatic bump, your manager would notify you and it could happen at any time of the year depending upon business processes. Some entry level promotions are defined automatically (a bump after 6 months for instance).
If you don't already know of a promotion plan defined for your position, I'd bet that you'll need to apply for the promotion. Because it's not cut and dry though, it's better to ask your manager or a peer with the title you're hoping to be promoted to.
