Of course WF is trying to be like JPM. Where the he-l have you been for the past 2 years. WF is "JPM Lite".
Rather be in Dallas than SF, NYC, St. Louis or Minneapolis, that's for sure, but yes, the company routinely picks horrible cities as "hubs". Tempe and Charlotte aren't bad, but outside of that it's a laundry list of places NOT to live. We could certainly do better. If it has to be a big city, how about OKC?
