Offered internal role as AC3 for security and derivatives data within DMI. Should I take it? Is it “safe”?

If they will pay you more, then good. If a horizontal move then keep looking outside.
The only way I’d take another internal job here is if it was going to make my resume look better in six months than staying at my current role would. More responsibility or new skills. “How does this job enhance my marketability” is my #1 priority, even at the expense of productivity metrics.
DMI overall is a bloated group. I left voluntarily earlier this year. There were 4 people on my team who had nothing to do, and their response to that was to post more positions.
Also, DMI’s original charter was only for 3 years. I would anticipate the structure changing considerably within the next year or so.
If “safe” is your primary concern, I would look externally - possibly a mid level or regional bank.
Only if you are working with relatively new applications. Even then it’s a crapshoot because they could always offshore it if they want to save a buck.
Don't take it, you'll just get cut in the future. Look for a job externally.

If you live in one of the hub locations (should have been on job posting) and know you will be giving up telecommuting around Labor Day, then you should be okay. If you do not live near one of the locations on the posting, don't take it. Apply externally only.
