Why is the DMI area constantly hiring employees? I thought they were up for layoffs but it seems there are always positions available…

I'd say most of DMI hiring is replacing people left a while ago and recently with lower level roles.
Yeah, like anyone would know DMI is Data Management and Insights?! Quit using acronyms. Nobody knows what EDA is either.
That's the problem with this place and its communication, DMI, EDA, BFD, IDGAF, spell it out. Learn to COMMUNICATE CLEARLY.
