First, It's telling that you ignore the post about Indian outsourcing below.
Now, to address your question directly... Discussing union work from home has nothing to do with a union EISP. Neither of these union-centric tidbits, however, have anything to do with Management layoffs.
As this is a forum for Management layoffs, I guess we're all Interlopers here.
Though, at least, your Uncle Verizon IS management.
I hope that clears up any confusion you have.

Outsourcing and using VZ India up to 90% of what was done by Full Time Verizon employees in the States has hurt the Quality of the products and services IT use to offer.

The best option is to cut VZ India completely out of the Picture. Use only onshore American workers living in the States. And stop using contractor vendors like InfoSys and Cognizant . Quality will go way way way up if this happened.

Your concern is endearing, but who said anything about losing jobs? While it is true that having you safe and secure at home will present some opportunities to increase efficiencies, we will still require certain amount to oversee my little fingerlings. Yes, there may be some shuffling of responsibility, maybe a reorg, maybe even some promotions. This will all happen above you, and will have little direct impact on your life. You needn't concern yourselves about these things.
All this is not even considering that we have charges all over the whole wide world. They do keep us quite busy. Out of all of them, though... We put our union darlings first. Our priority right now is to ensure you are where you want to be. We will worry about the unpleasantries.
We are just seeking the best for you.

Goodness! What's all this unpleasantness about strikes and contractors?
This prattle will all be in the past when you're on permanent work at home. Uncle Verizon will have much more control over what information get in your precious little heads. It's just like the way we use the dashboard today to tell the call centers how they should think about themselves, the other centers, and the vendors.... Only, moreso. I assure you... Stressful things like negotiations and strikes will not be there to muddy up your days.
We will cushion you minds and bodies from harm.
Be sure to let the union know what you want whenever you get the chance.

No way VZ is going to risk a work stoppage w 5G starting to ramp up. Expect a 2-3 year extension w modest raises to the current agreement.

NONSENSE!
There will be an extremely generous EISP later. For now, though, we must have laser focus on preventing your return to the office. This will keep all of my little ducklings isolate from disease and all other negative influences. You'll be isolated from all temptations, like the assembling and rabble-rousing.
Call the union. Tell them to allow work from home.
