they are inept from the standpoint they are unwilling to either speak up for themselves or cancel their pto. deadlines come up, reasonable or not, but if it gets in the way of your pto then cancel your PTO.

The joys of not replacing those that left. You get stuck doing their work when you are supposed to be on PTO. Of the 10 days of PTO I’ve scheduled, I had to cancel 8 of those days because I was “needed”.

You are making assumptions that this person can’t meet deadlines or get their work done on time instead of unreasonable expectations or last minute requests from their manager. You don’t know the whole story, so don’t make assumptions this person is inept.

as an exlt employee if I end up working up to 4 hours I change my PTO to half day , of over 4 then I remove it. up to you to get it done. if it's a function of being able to cancel meetings in order to have time to get work done then just cancel meetings on your normal days and awr aside time. I would also ask you to look into the reason you can't get this work done during normal hours, is it that the work really requires more than one person given the deadlines or are you just inefficient? I have seen less experienced employees on my team take days to do something that should have taken a couple hours at most, so perhaps one need to look in the mirror and take some accountability for their own actions, starting with not working on your days off

I always put on n my PTO after the day just in case I need to pull it back. Unless it's a week long vacation thing.

You really should not be working on PTO. If that is what happened you should speak with your manager to get the PTO hours put back.

I think expecting someone to work on vacation and someone wanting to work 40 hours a week are separate issues. Reading is a skill.
