I work at one of the branches. Do you have to acknowledge goals when you know they are trying to push you out or is it optional, like Performance Evaluations?

If you think by not acknowleging them you won’t be held to them, you’ll be incorrect. Your management can pull a report showing who has not acknowledged and I wouldn’t want to have to be a person on those report. Honestly, what would your answer be on why you didn’t acknowledge when you get an email reminding you to at least twice? It’s part of the required process and won’t do you any good to not acknowledge, except for being potentially viewed as being difficult by your mgmt.
you have to acknowledge them and performance evaluations aren't optional either.

Not sure why it matters. All your ‘goals’ are dictated down from above. None of them are goals you set for yourself. Greatest con for WIMT this year was telling everyone they had to do one optional goal each quarter, and telling is three days before end of first quarter... Lots of people not going to make that goal, guess you don’t get that Exceeds rating now.
Not accepting your goals is like saying you are going to do your job your own way and make your own goals. The managers would think it's hostile/childish.
what do you think you gain by not acknowledging? You're still accountable for the goals. All you accomplish is (as is mentioned below) throwing off reminders and reports that show you haven't done it.

Acknowledgement is technically not required. That said, who do you think is getting downsized if someone has to go? That's right, the person that was "difficult" with CP&D and got their manager lots of emails of non-compliance from upper management. They are your objectives whether you acknowledge them or not, so there's literally nothing to gain from not acknowledging. You're not sticking it to the man, you'd pretty much just sticking it to yourself.
