How long should your application remain in “review” status before you give up hope?

Incorrect. Your application can be “under review” right up to the point you are invited to interview. If you are in the active interview process it changes. Can’t remember the exact wording, and it can vary company-to-company.
Sadly you may never be invited to interview, which means you are “under review” until you are “not selected”.
Don’t overthink. As candidates, we are impatient and every day in limbo feels like one week. But the timeline is driven by the company doing the hiring. We can’t control it.
Recruiters are overworked, and often underpaid. They do not have time for all these machinations that we think we can read like tea leaves. Deep breaths, or your job search will take a terrible mental toll on you.
Review prior to interview means you're not getting an interview.
Review after an interview means you could be either 'pending offer' or 'silver medalist'.
Review-pending means you're being considered for a screen.

I just got a decline today; application sat in review for almost 4 weeks.
Also, in this environment sometimes jobs get posted and paused or pulled. Some then get re-opened. A delay may mean there's some scrutiny or back-and-forth about funding the job, and they posted to see who would reply. Not necessarily shady, when the hiring manager gets the green light they want to be able to act quickly before anyone changes their mind!
Internal or external? Internal I’d ping the hiring manager. External, if you don’t have a network connection inside to check for you, you just have to wait and see. I’ve gotten calls weeks after I applied, when I had mentally moved on. Tons of potential reasons— loads of apps, recruiter or hiring manager swamped or OOO. Or maybe the job level or description changed and I pop up to the top of the list. At least once, the first choice candidate fell through.
I’ve also been under review for months before being rejected so...
Regardless, once you apply keep networking to get the inside track, and keep applying other places. It’s a numbers game.

i dont know mine was in review for like 6 months but did get the position in the end
If you are white and male you shoukdnt have submitted it at all.
If you dont hear back two weeks after close they arent interested.
I was in review for almost 2 months before final interview and I got the job. Just delays with PTO. But typically if you’re in review for a while it means they are interviewing Tier 1 candidates and you are Tier 2 (meaning less qualified but meet minimum qualifications). If they hire from the Tier 1 pool you will get declined.
