I can confirm this is happening in both the U.S. and India. There are plenty of decks that speak to this on the Agile Transformation site. I agree that this will take a long time to do. It goes back to Saul's comment that 8 out of 10 people in tech should be engineers. Right now it stands at 6.

I think we really know the answer but management don’t have the stones to admit it because they will get sued and the government will come down on them.
If they are training folks in India, why not here? They are telling people here to learn outside the bank.
BSC is a fancy name for secretary or "facilitator". If a BSC wants to learn coding hopefully they stood out as an employee and are putting that suggestion in their supervisors ear or are going to coding school on the side.

Last week a few BSC Contractors were converted to Tech Business Systems Associate FTE.
Wha...? Why compare BSC to QA? Unless offshore QA means something why would they train testers to code? Probably trolling
WFA = Wells Fargo Advisors
QA = Quality Assurance
BSC = Business System Consultant
What they are asking is if the bank will be training the US based BSC’s Java coding, much like they are doing for the WFA QA team.
This is technology terminology. QA (quality assurance) or testing teams, this concept is going away as part of the Agile transformation. Apparently, same with business analysts (BAs). All contributors to the Agile team need to be able to perform the array of duties, including code, software engineers. Having said this, it is going to take Wells Fargo a very long time to fully transform to Agile.
Explain the acronyms. Who's doing what, why, and what does that have to do with USA vs International employees
