I can understand SOME hiring going on despite there being layoffs pending, but it seems like there is A LOT of hiring going on, especially within CIB and risk and control? Not fully understanding that.

I guarantee they are replacing everyone here today; i know several other similar companies who did this last year to clean house and get new people in place

Say the bank moves from coal fired mortgages to natural gas powered mortgages. They would let go some coal shovelers and hire some gassers.
In a corporation this size there will always be hiring somewhere, it is not unusual.
Gotta' run, gotta' get back to the coal pile.
I'm not sure what you mean by a LOT of hiring. There is certainly less than last year. Most of risk is under an informal hiring freeze and people are not being replaced when they move on. Maybe it's a lot compared to other LOBs, but it's definitely not much in risk.
