From a tech standpoint: Freeze all development for 3-6 months and figure out what needs to be fixed. This would include centralizing commonly used modules so every single project doesn’t reinvent the wheel. This would include updating the tech stack. The whole bank complains about the tech and people would rather add features than fix what’s broken. Automate the build processes and really embrace one-step build processes, imaging virtual machines, tech still requires too much babysitting.

Listen to employees and actually have a venue to speak honestly and candidly, in compliance with training and policy.Human resources and employee relations appear to be a dead end

Reduce offshoring. Develop talent from within as well as recruit outside talent. That would require a major cultural shift. WF would have to see themselves as connected to the local community rather than a large multinational financial institution.

I'd establish an independent third party board that would be open to listening employees. Every quarter they would issue a public report.
