Why are they hiring Compliance Officers, when there are plenty of Compliance Managers who could be moved to be individual contributors (rather than laid off because of spans and layers), and are well-qualified for these roles. The pay differential between a compliance officer and manager is negligible. In many cases, the compliance officer makes more than the compliance manager. Realizing the compliance executives in this place are clueless id–ts.

To rlu; it's possible
Because most ORM or Compliance Manager's are worthless and with all the pushing them out of management roles back into worker bee's, they're going to have a grudge and be even more useless, if that was possible.
They both could be removed, I don't really know they add much value other than review PDF files, take screenshots and talk about something that can be Googled.
