Just received an email asking for shipping details for a new card. With no clear guidance or direction from the top, I am left to spin my wheels and speculate to no end on whether this means my time has come. I wish we had clear official guidance on which departments/groups were getting the chop. Now I’m going to spend the next few months anxiety stricken, this will definitely negatively impact my productivity.

I understand how you feel. I read something into everything-why did i not get that email, etc.. It's making me paranoid and i hate it. Just tell yourself that it's out of your control at this point. Be prepared with an updated resume that's ready to go. Remember, the odds are in your favor that you won't be let go. Be well.
Layoffs signals are usually a randomly scheduled 1:1 meeting with your manager and HR but they’re kept hidden. Or it can take the form of two or more large meetings scheduled at the same time, splitting people into groups where only 1 group is told they’ll be keeping their jobs. On this day, you’ll see people you’ve never seen before, that’s HR.
Employee's still have Pcards? What are you supposed to use it for, all that travel we're not allowed to do?
The card email is legit. I gave them my email few weeks ago and then forgot about it. I later had a minor panic attack when Fedex told me I was getting an overnight package from Corporate Finance. It was my new card.
I know everyone's situation is different.
I'm hoping to get a package, other folks don't know where their next job will come from for various reasons, location, etc.
I wish I had some tips on how to worry less, and I do, but you already know them.
Accept that you may or may not get let go, and plan your life accordingly.
If you cannot stop worrying, stress is not good, search out some support.
