My wife just got an offer from WF as a developer, is this still a good time to join considering the potential layoff?

WF is literately the worst job I ever had. If you have other options, take them.
Before you apply for a position to WF, ask yourself if working for WF will add value and prestige to your resume or be a cause to pause" for a future hiring manager.
Wells Fargo has a long standing credibility and integrity issue that has permeated throughout all of its business lines. It will take allot of time to diminish Wella Fargo's reputation.

Yes. If they received permission to hire there was an extensive business case created and it was approved a few layers up. Welcome to the team. I hired one position a few months ago and then one of my openings was taken away. Bummer but at least that can count as an FTE reduction.

If your wife is employed and reasonably content, then run (don't walk) the other way. But if she's unemployed or about to be, it's kind of a no brainer in this economy to take it. But keep looking...

One even a more serious note. There are many areas that are using new technology and some even looking at moving things to the cloud.
I would consider not making the move if she is leaving a good job to join. If she is unemployed now then why the heck would she not take the pay check.
on a serious non bitter note: Developers can work in so many more exciting fields with new languages and new current technology. Why would she want to join a company using ancient and old technology that will do nothing but send her career backwards in time as a developer? Unless she is planning on retiring in five or so years....No way. combine that with all the rest, it would just be a stupid move by a smart person.

You do realize they are doing layoffs in IT? Your wife may well be sneaky manager fodder. That is, hire a new person and when it's time to cut, cut the new person.
I wouldn't take it unless there is absolutely nothing else. If that's the case, take it but shop her resume.
